Citizenship / report of birth abroadApplicants under 18 years of age A Consular Report of Birth Abroad (CRBA) is issued for children under 18 by the U.S. Embassy or Consulate that has jurisdiction where the child was born. A CRBA is a legal document resembling a U.S. birth certificate and fulfilling many of the same roles. Children born in Baja California to at least one U.S. Citizen parent would normally apply for their CRBA at the U.S. Consulate General in Tijuana. It is best to apply as soon after the birth as possible.
While you are not required to apply for a passport for your child at the same time as you are applying for a CRBA, it is recommended that you do so. While CRBA is proof of citizenship, a passport is an important travel and identity document.

You must PERSONALLY present ORIGINALS of the following documents. If you do not have some of the documents listed below, please be prepared to explain why. You must also present a COPY of the documents indicated by an asterisk (*); otherwise, you will be charged one dollar for each copy.

U.S. citizen father’s and mother’s proof of U.S. citizenship, such as a certified copy of birth certificate (long form, not abstract), naturalization certificate, certificate of citizenship, or consular report of birth abroad*
U.S. citizen fathers and mother’s affidavit giving exact dates and places of physical presence from birth to present, clearly indicating all times the parent has been in and out of the U.S. (please use the attached Affidavit of Parentage and Physical Presence; If the parent is no longer alive, use the following form)
Documents to prove U.S. citizen father’s or mother’s physical presence in the U.S. prior to child’s birth, as stated in the affidavit (examples include, but are not limited to school records, tax returns, mortgage/rent payments, and military service records)
Certified copy of birth certificate (long form, not abstract)*
Hospital record of birth*
Immunization record*
If baptized, baptismal certificate*
Any passports or other identity documents previously issued to you (U.S., Mexican or others)*
Evidence of continuation of identity: school records, photos, yearbooks, etc.*
Pre-natal medical record for the mother during her pregnancy, including any lab tests, ultrasounds, X rays, photos, etc.
Valid identification for both parents*
If married, marriage certificate of parents(for all marriages)*
If unmarried at time of conception, documentary evidence to prove parents’ relationship prior to birth and prior to parent's subsequebt marriage
If divorced, divorce certificate of parents (for all divorces)*
If no longer alive, death certificate of parents*
If U.S. citizen mother was unmarried at the time of birth, a letter of “no record of marriage” issued by all of her states of residence; the letter must include the complete names of both parents and search for all the years since the mother turned 13 years old*
Certified copy of birth certificates of all siblings, including half-siblings
