As of February 1, 2008, all appointments for passports and reports of birth abroad (CRBAs) at U.S. Consulate General Tijuana must be made online. Consulate staff will no longer make appointments by phone or in person. We are making this change in order to make staff available for more appointments each day, which will shorten the time required to process passports and CRBAs. (complete text)
Citizenship / report of birth abroadApplicants under 18 years of age A Consular Report of Birth Abroad (CRBA) is issued for children under 18 by the U.S. Embassy or Consulate that has jurisdiction where the child was born. A CRBA is a legal document resembling a U.S. birth certificate and fulfilling many of the same roles. Children born in Baja California to at least one U.S. Citizen parent would normally apply for their CRBA at the U.S. Consulate General in Tijuana. It is best to apply as soon after the birth as possible.
